State of Emergency
Manila is proclaimed under a "State of National Emergency." Randy David, professor in the premier school Unversity of the Philippines, was arrested along with dozens of activists, including, as reported, Representative Rina HOntiveros-Baraquel, as they gathered for the celebration of the 20th anniversary of the People Power
President Macapagal Arroyo signed Proclamation 1017 to declare the national emergency around lunchtime. Proclamation 1017 is eerily only points short of Proclamation 1081, which ushered in MArtial Law in 1972.
Article XII, Section 17 of the Philippine Constitution says: "In times of national emergency, when the public interest so requires, the State may, during the emergency and under reasonable terms prescribed by it, temporarily take over or direct the operation of any privately owned public utility or business affected with public interest.
The question is , as Randy David puts it: "Is the President only taking over public utilities?"
